Introduction to Info Source
Info Source: Sources of Federal Government and Employee Information provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act and the Privacy Act. It provides individuals and employees of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.
The Introduction and an index of institutions subject to the Access to Information Act and the Privacy Act are available centrally.
The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.
Background
The Canadian Northern Economic Development Agency (CanNor) was established as a Schedule I.1 Department under the Financial Administration Act on August 18, 2009 by Order in Council PC Number: 2009-1427 effective August 18, 2009. CanNor reports to Parliament through the Minister of the Canadian Northern Economic Development Agency – the Minister of Innovation, Science and Economic Development.
Responsibilities
CanNor's mandate is to advance economic development in Nunavut, the Northwest Territories, and Yukon. The Agency works to help develop a diversified, sustainable and dynamic economy across Canada's three territories, while contributing to Canada's prosperity. CanNor fosters growth and development in the North by delivering economic development programs. Through its Northern Projects Management Office, the Agency collaborates with, and aligns its efforts with partners to respond to economic challenges and opportunities in the North. The Agency coordinates the activities of other federal departments to maximize their collective impact — particularly federal regulators in relation to major project development in the North, bringing insight, knowledge and partnerships together. CanNor's Management Control Framework and internal policies guide CanNor's decision making.
Institutional Functions, Programs and Activities
Economic Development
This program supports economic development in Canada's three territories: Nunavut, Northwest Territories and Yukon. Ensuring that the North is able to participate actively in the economy is essential to Canada's economic growth. Each territory has unique opportunities and challenges that require individual strategies to foster sustainable, competitive and diverse economic development. Through funding support, the Canadian Northern Economic Development Agency strengthens and stimulates the northern economy by taking steps to advance private sector efforts, ranging from small and medium enterprises to large-scale industry. There is also a strong focus on creating the conditions to position individuals, including Aboriginal and non-Aboriginal Northerners, communities and business-related organizations for economic success.
Business Development
This sub-program supports the growth and expansion of northern businesses, including small and medium enterprises, through advice, and funding support. The sub-program's objective is to encourage a competitive, diverse northern business sector that is aligned with economic development opportunities across the North.
Support and Partnerships
Description: Includes records related to the initiation, design, planning, implementation, management, processing of applications, funding support, and monitoring activities of the following contribution programs: Economic Development Initiative (EDI), Strategic Investments in Northern Economic Development (SINED), and the Northern Aboriginal Economic Opportunities Program (NAEOP) – made up of the Community Readiness and Opportunities Planning (CROP) fund, and the Entrepreneurship and Business Development (EBD) fund designed to support growth and expansion of northern businesses. Includes records related to projects, partnerships, and consultations with the territories, other governments, Aboriginal organizations, and the private and public sector designed to promote development in the North. Community Development
This sub-program supports community-level investments in infrastructure and organizations, and individual-level investments in skills and capacity development. The sub-program's objective is the establishment of economically sustainable northern communities with a high quality of life for residents.
Community Investment
Description: Includes records related to the initiation, development, design, implementation, delivery, planning, management, processing of applications, payments, monitoring activities, and performance for the following community investment contribution programs: Strategic Investments in Northern Economic Development (SINED), Economic Development Initiative (EDI), Northern Aboriginal Economic Opportunities Program (NAEOP) and Canada 150 Community Infrastructure Program (CIP 150) designed to build strong and economically sustainable northern communities. Individual Investment
Description: Includes records related to the initiation, design, development, planning, implementation, management, and monitoring of career and skill development initiatives for individuals from Northern communities such as the Northern Adult Basic Education Program (NABEP) – designed to prepare working age adults to enter the workforce directly, or to take vocational training before entering the workforce, and the Centre for Northern Innovation in Mining (CNIM) – a training and research facility for career and skill development in the mining industry. Also includes documents related to research, consultations with other public and private entities, environmental assessments, funding for economic infrastructure projects, research, skill development, gap analysis, opportunities, and application processes.

Policy and Alignment
This program supports research and analysis to guide programming and policy choices, the promotion of northern interests both inside and outside of the federal government, and the development of horizontal strategies, initiatives and projects to address economic development challenges and opportunities in the North.
Policy and Advocacy
This sub-program informs departmental decision-making by providing a solid base of knowledge and understanding to develop effective programs and federal initiatives, to support the development of the Agency's strategic priorities, to provide input to national programs and policies, and to establish strategic partnerships with governments and stakeholders from the private and not-for-profit sectors. CanNor puts a particular emphasis on the overall performance of the natural resource development sector.
Policy and Strategic Partnerships
Description: Includes records related to policies that guide decision processes, and ensure consistency in the handling of applications and decisions. Records may include strategic advice, guidance to employees, program planning, program coordination and program development. Coordination and Alignment
This sub-program engages a range of economic partners (government, non-governmental organizations, Aboriginal organizations and private companies) to address the economic priorities of the North, and to leverage resources and investments by building partnerships and coordinating with other federal departments and northern stakeholders. CanNor's Northern Projects Management Office (NPMO) is a reflection of this approach as it works with project proponents, federal and territorial departments, Aboriginal communities and others to advance resource development.
Economic Partners
Description: Includes records related to initiatives and projects concerning economic development, opportunities, and challenges in the North. Records include strategies, initiatives and consultations on projects, coordination, tracking and provision of guidance, undertaking research and analysis. Internal Services are groups of related activities and resources that are administered to support the needs of programs and other corporate obligations of an organization. Acquisitions
Acquisition Services involve activities undertaken to acquire a good or service to fulfill a properly completed request (including a complete and accurate definition of requirements and certification that funds are available) until entering into or amending a contract.
Communications Services
Communications Services involve activities undertaken to ensure that Government of Canada communications are effectively managed, well-coordinated and responsive to the diverse information needs of the public. The communications management function ensures that the public—internal or external—receives government information, and that the views and concerns of the public are taken into account in the planning, management and evaluation of policies, programs, services and initiatives.
Financial Management
Financial Management Services involve activities undertaken to ensure the prudent use of public resources, including planning, budgeting, accounting, reporting, control and oversight, analysis, decision support and advice, and financial systems.
Human Resources Management
Human Resources Management Services involve activities undertaken for determining strategic direction, allocating resources among services and processes, as well as activities relating to analyzing exposure to risk and determining appropriate countermeasures. They ensure that the service operations and programs of the federal government comply with applicable laws, regulations, policies and plans.

Categories of Personal Information
The Description section in a personal information bank (PIB) describes the personal information in the records to which the bank relates. Treasury Board Secretariat has established the following categories of personal information, which give examples of specific elements of personal information that fall under each category. The purpose of the categories is to reduce the number of personal information elements that need to be listed in the Description section. These categories are representative of the personal information collected by most institutions, and they now appear in many of the registered PIBs.
- Biographical information (e.g. work history, curriculum vitae, family information, hobbies, interests, etc.)
